Are all these traffic signs and stoplights needed in Albany?

Q: I have two questions about driving in the city of Albany. First, there seem to be an awful lot of no-turn-on-red signs where they just don’t seem to be necessary, e.g. northbound on Swan at State and at Washington, westbound on Madison at Willett, eastbound on State at Lark and southbound on Lark at Lancaster.
